i found out you can change the CAS but where can you download new CAS and install it?

Lots of the download sites have them.

One such selection with many choices here:

Remember that you can have ONLY ONE replacement CAS in your Downloads folder at any time.

Another bit of a tip is Pay close attention to what ep the person making the CAS has.  If they don't have seasons, and you do.....well, let's say your sim will have a "Blue Christmas" (as in they turn blue from the cold!) 

It's like you don't have a roof, and your sim will turn blue, and fall over (again, and again, and...)
