Witch Cast Spell On Burgular

Is it possible for evil witches to cast spells on intruders? I mean, what's the point in being an evil witch if you can't even defend your home? It really annoys me when the popup reads "(name) is busy..." of course he/she's busy, they're stealing your stuff! >.<

There's got to be some way to interrupt an NPC's action queue.  After all regular Sims have ADS to such an incredible degree that they forget the one single command to go to the potty as soon as I shift my attention away from them - how come the NPC's are so damm goal oriented?
