No Townies or stray pets?

I want my neighborhood and downtown area to only have sims I make move into my neighborhood.

Same with animals. I don't like there being tons of strays.

I only want NPC's and the residents of my Neighborhood.

Can this be done?

You need to find a Mod/Hack to change that, not too sure exactly where there is one, but try searching this sight a little, you'll find something.  I think this msg should be under the... where can I find?... section really!!

Couple of possible options:

1) Using the 'Ban' feature of Twojeff's Visitor Controller:

2) Using 'clean' neighborhoods (but read any accompanying or suggested material about such 'hoods, including suggestions for additional hacks to prevent the game from respawning characters, first):
