Something that would let me edit the townies and  NPCs [Which is like clothing, skintone, or name and etc].

I'm not sure if you've done this yet. But what I do, is take control of the Sim with help of BoolProp TestingCheatsEnabled true, and use a mirror for the makeup,boolprop again for the clothes, and the InSIMinator for the face lift option. To me this is the easiest for on lot NPC's. Sorry if I'm no help.
