Hi I have a question about Story Progression.

If we turn it off, will neighbours age or not ? if yes, is there a way to block neighbours aging ?

Yes, story progression will make it act pretty much like Sims 2 as far as neighbor aging goes. Originally this did not work but has been fixed in the recent update from EA.
