I don't remember where I heard about it, but would allow tats under the change appearence option in the mirror.

All I can think of is the tattoo overlay crates over at MTS. There are face tattoos that can be done in "Change Appearance" mode, but I have never heard of body tattoos being done that way. Here's the search results for the tattoo overlay boxes. Hope they help.

There are certainly facial tattoos which are stored under Accessories as either glasses or more often as costume masks, and which can be applied or removed using mirror options.
