Making Hotels for BV

Is there a way to make my own hotels on the Bon Voyage vacation spots? If so how? And, if so, can I make them in any neighborhood? Thanks.

Would add that you also need the concierge desk in addition to the doors, and to never, ever use the changeLotZoning cheat on any occupied lot.
