Make Town (Like Strangetown) Into Something Else-SOLVED

OK, so I will try my best to accurately describe what I am envisioning.
I am obsessed with Fallout 3, and what I would love to do is get rid of Strangetown, and turn it into the Capital Wasteland. So, I need to be able to get rid of all the people there, the houses, change the name, etc.
I just don't know how to go about doing this without destroying my game. I just reinstalled sims 2 after being disappointed by sims 3, and so there is not a whole lot that needs deleting. Do I just go to the folders and start deleting stuff, or how can this be done?

Can be done, but requires some serious futzing with files.

Easier (and faster) to just use an empty template of Strangetown (along with the mods suggested at the link to keep NPCs, townies, etc. from spawning, if you wish). See here for some empty template 'hoods:

Just in case, at the bottom of the page linked, there are clean (rather than empty) versions, which include Maxis already-live-in-'hood families but empty of all other characters.
