Mod requests for sims 2

Is it possible to make a mod that allows you throw birthday parties when you want but not allow the sim to grow up as a result...  Also a mod that changes the workout fits to match your sims body size as I use slim bodybuilder mesh & I hate it when he goes to work in maxis clothes...  I have all Exp & add on packs... Thanks in advance.

There is celebrate anytime cake, but I am not sure if you can throw parties. You can just make sim blow out candles so it looks like they had a birthday.
