Blizzard is wanting to get a job in the restaurant career. How does she get a career? Just wondering and she is a Sim in my game.

while Blizzard is selected click on a newspaper or a computer and click "find a job".  you'll get three or five (depending on whether you clicked the newspaper or the computer, the computer gives you more) career options.  continue this each day till a job in the cooking career shows up.
