Simonettas, if you don't have the basegame in any variant, then you wouldn't have a need for these sims in the first place, as you couldn't even play the game.
Sims 2 deluxe, and other variants of the "deluxe" packs includes the base game plus a variety of EPs and SPs. You'll be able to download and use pretty much anything that is base game compatible, including sims. So if you find versions of them at TSR or at the Exchange, they'll probably work fine for you (as long as you use the Sims 2 Clean Installer to install, and not the buggy default installer)

I've been able to download stuff from the Exchange without registering my games (you've got to log in, though), and if it's TSR messing up, make sure it's not a pay file you're trying to download (those you'll find at the Booty).
