Where Can I Find Mod, Which Stops Townie Regeneration?

I have MasterController mod and want to delete all default characters who lives in my beatyfull town.
(Not NPC of course.) But after fully deleting they regenerating in most terrible forms...

Pescado has a mod like what you are looking for over on MATY for Sims 2. Not sure if he has done the same thing for Sims 3. Might be the place to start looking though.
