I really really need to know where to find The hair on theraven's toddler and the outfit she's wearing while in the fish tank. Can anybody help?

The hair is an old Peggy. Even looks like it's free. The bows on the different hair colors have different colors (there are at least two blonde), so I think I used one of the originals.

Outfit in the fishtank is from simsquirts - which unfortunately isn't around anymore. It might be somewhere to find at the graveyard or at Simscave, however.

No idea about the outfits...

I know I downloaded a bunch of outfits from simsquirts at the graveyard a while ago. If you are lucky it's there
(most of Erica's toddler dresses are there, I think - so I wouldn't be surprised).
