So it does this every time you start SimPE?
It should never be missing files unless there was a problem installing it.
Go to the path that it shows, and see if the file (semiglobals.xml) is in there.
If not, then it would probably be best to reinstall SimPE.

SimPE also has their own forum, where the developers/people more knowledgeable about the program hang out.
My first suggestion is to uninstall and reinstall. If it doesn't work, then a better place to get support would be there.

Please try what both Dullahan and I have suggested and reinstall. If it still happens, the best source for help would be to go to their forum, which I linked to above.
