Making a neighborhood WITH default townies?

Do townies like Goopy, Komei Tellerman, Ahjeet and social group Sims etc generate by default, or do I have to download them and put them as townies myself? I've never done this before. Thanks for any help.

No, townies like those only live in the neighborhoods they were placed in, as they were created by Maxis to be in those towns.
You'll have to place them yourself if you want them in your town. c:

Leaders of the supernatural groups will spawn on their own, however, just not the pre-made sims like you mentioned.

There are a few mods to prevent townies in apartments or to change the names in case you don't like the default ones.
Also any skin, hair and eyes that you have with genetics will be used in generating the townies
