Really? If I clicked on the file and chose SAVE with WinRAR I was able to click on the saved RAR and then the file was available to place in my D/Ls folder. I am as baffled as usual!

That also worked for me, jinyc. I don't typically save my files, though. I just chose "Open with..." and selected TUGzip and everything was fine.

Try using a different browser.   I got the same results with Firefox but it was fine when I switched to IE.
