Thought I might add a carnivalesque lot here. It's a great place to take your family sims.
 

 
Includes a working rollercoaster, a (semi) haunted house, a working ferris wheel, bumpercars, a carousel a park for your sims to sit, relax and enjoy some faire food, and the nightlife-dance-machine-thing-that-I-can't-remember-the-name-of.

Do I need any EPs for this?

I used all EPs to make it (and Family Fun Stuff and Celebration Stuff) so, yes, you do need all EPs.
