The only time it gave me just a jpg was when I was not signed in. Make sure you are signed in and give it another go. At the bottom you will see two choices 1. download the devil cop outfit and 2. download the mesh. I tried it just now and it works fine for me. I cannot upload the mesh because of her site rules, Im sorry. :( And I've looked around the site and I see no mention of it closing down. I hope it doesn't because its a really great site. :D
