You get the Wishing Well through joining the Gardening Club and requesting to have your garden reviewed. If they rate your garden high enough, you get the Wishing Well as a reward.

...or, you can use the testing cheats to get one too. Enable the cheat (boolProp testingCheatsEnabled true), shift-click on your Sim, choose the 'Spawn' menu, and the Wishing Well will be one of the options.

To catch butterflies, you need to click on the ground near a group of them and choose 'Catch Butterflies.' Same thing applies for catching Lightning Bugs. In my game, they usually spawn near trees.
