University neighborhood

i have a question i create an empty university town how do I create the places where sims go to study?

Sims can study everywhere in a Uni Town. If by study you mean: do an assignment or group research. For the latter you'll need a book case.
But I guess you could always build a library if you want a special place to send your simmies
