by the numbers:
1. start a raw text editor like Notepad in Windows
2. on the menu bar click File
3. on the pop-up menu click Open
4. in the browser window look for Files of Type - change this to All Files
5. browse to My Documents\EA Games\The Sims 2\Config
6. open userStartup.cheat - create this file if it does not exist
IMPORTANT: although this is a text file, it does NOT use the .txt file extension, it must be named userStartup.cheat to be used by the game.
7. add a new line at the top
8. add boolProp allow45DegreeAngleOfRotation true on the first line
9. create a blank line after boolProp allow45DegreeAngleOfRotation true
10. save the file
Now as soon as the game starts it will be enabled and you no longer have to add it every time.

its already there.... but it doesnt work still :/

Correct me if I`m wrong, but isn`t Uni required to do it? Do you have University EP Lauren? or what EPs do you have?
LaurenW:
i have all the EPs plus GL stuff pack

then it seems you have a bad install of the game, and may have to do a complete un-install and re-install. Before you get to that - are you tapping the , key or . key before clicking the mouse? be advised, not ALL items will turn 45 degrees
