Well, I wouldn't suggest deleting any original files. Try one of the following:
1. When you open up your game a window should pop up right before the neighborhood selection screen. The window should have a list of custom content and check "enable custom content". If the window doesn't pop up try look for it in your game settings or try the custom content browser when you enter a neighborhood (on the menu at the bottom there should be a an asterisk icon (*) on the left, click on that).
2. Open your Downloads folder and check the address bar on the top to see if the folder is in the correct place. It should be at Documents and Settings\"YOUR NAME"\My Documents\EA Games\The Sims 2\Downloads or something very similar.
"YOUR NAME" is your computer username.
3. Make sure that all of your custom content (downloaded files) can be used with the version of the Sims 2 that you have installed.
All of my suggestions have been mentioned before in this topic so I can't understand exactly what the problem could be. If these don't work try caffeinated.joy's last suggestion.
Hopefully you can use your custom furniture soon.
