you don't really.  the game kind of does it for you.  i could be wrong, though.  in my experience though, it just happens.  :)

There is a mod that will allow you to park your car at a residential lot in the street.  I believe it's on MTS2.

You have to take advantage of a quirk with the game to get curbside parking. It's actually quite easy to do. As a matter of fact, I wrote a tutorial for it, for someone else, a long while back. Here's the link:
