Parking on community lot

I've actually only ever had one community lot with a parking strip made from using the boolpropblahblah (I believe) and my Sims still never parked on it.  They always left their cars on the side of the road.  Am I doing something wrong in going about this?  I can't seem to find any tutorials about creating parking lots on comm lots.

I believe Dinki's right.  Even if you were to make a community lot with a driveway, visiting sims would still park in the street.
