As posted on several places on here, you'll have to use the InTeenimater for that, which you can download here. But please, read the manual before you start using it, because it's waaaay more than just teen-pregnancy. :)

This is INSIMenator site. You have to download the INTEENimater (if you are older than 18 years), and only this hack enables a teen female to get pregnant. Search for the site in Google.

If you have Uni expansion pack, I wouldn't suggest you to bother with this issue - send your teens to college. There is always a time for babies...:).
