Are you looking for any specific custom content? Right off the top of my head, Mod The Sims 2 would be considered a very popular site. It really just depends on the type of content you're looking to download. Maybe if you list what you're looking for, possibly in the Where Can I Find (WCIF) section, you'll get a lot of people listing great sites to go to.

you should also check out http://www.sims2wiki.info, it's pretty much got everything you'd need while learning to download/make sims etc.

The best you can get(if you're looking for hacks)is the INSImenator.
Then you could get some very good ones at Simlogical,especialy the schrubs.There could you find a cooler too,if you have Seasons.If you only have the original game,you can get a pay buffet,pay toilets and pinbals and other things and you can open a homebussiness.
You'll find lots of hacks and other stuff at Mod the sims2,as babyblue suggested.
Check out Parsimonious for incredible walls and floors(the best).They have furnitures,sims,hair and plants too,it's a very good site.
Sunair,4 ever Simfantasy,Pimp my Sims,11 Dots,for modern furniture.
I love Vita Sims,Tarox and Dincer Hepgulers furnitures.
You'll find hair at XM Sims2,Sim Connection,Rose sims and lots of hair and sims at Mod the sims2.
But don't forget to realy take a look here,at this site,we have unique creators.
Look for clothes at NoukieSims2,Peggy sims2,Bispouille....
