If you want to upload something you created,you have to give credits to the creators if you use something they made in your upload.
Let's say you want to upload a house you made.If you used wals and floors made by somebody else,you have to mention theyr name and site(even provide a link to the D/L).

When uploading a sim or any other download, it is best you mention who created what if you have any cc. Also if it is from a paysite it's best you mention it and not include it with download. I think that was your quesiton, I have no clue a bit confused here.
