click on the "Forums" tab at the top of the page and scroll down to the Modding the Sims Section. All the tutorials are therer.

RiverofJazz recently made a
tutorial
using GIMP 2.2 for photoskinning. There's also one by
Innocent
using Paint Shop Pro. :angel:
There's a heck of a lot more tutorials you can look through in the Modding the Sims 2 section of this site, too.
