Question about University

So I just got University and I noticed that when other sims are in their dorms I can't see them. I just see an empty room, but if I choose options to go and save or return to the neighborhood then I can see other sims in their dorms with their stuff. Is this normal?

Yes, very normal.
I think was designed this way so that slower computers wouldn't have to deal with the stress of ten separate rooms and sims but only two controllable people in the dorm.

You can also see the room if you direct your sim to walk into it.  Things become visible while in the room.

Very normal.
Do you see every human in their dorm when you enter the university? No. Only if you enter their room. Same thing in the game. =)
