As far as actual woohoo between teens, either JenFlower's Teen Woohoo mod or Jase's Inteenimater are the 2 most popular free options.

InSim has a option for teens to become independent teens, quiting school, taking on adult characteristics, to include woohoo.  Pregnancy may occur.  And finally The Reproductive Adjuster in InSim will allow you sims to get pregnant with any member of the neighborhood.
