Yes, that's also a file you should delete, along with the cigen.package file. Those three files are easily corrupted, so deleting them does you a big favor in trying to figure out why the game/Bodyshop won't start. ;)
If deleting those files doesn't help, then try moving out your SavedSims folder from you main Sims 2 directory and onto your desktop and see if it'll run. You may have a corrupt sim in there if that's the case. ;)

Did you try taking out any recent custom content that you've added since the last time you were able to open Bodyshop? Might help... :dontknow:
