I have the chance to sell my laptop on Ebay for $1,399.99 if I do I need to but another one but much better than what I have. Any ideas on what Sims 2 runs the best on and what to look for when buying a new laptop on Ebay or else ware.

It depends on what you've got. With all the current EPs/SPs, you'll probably need at least 3Ghz and 1GB of RAM to run it at an okay speed.
I'm currently running with those specs on Vista with all EPs + TSS + several hundred MB of CC and it runs pretty slow sometimes

If you can get at least 2 gb of ram I'd do that. It makes a big difference.
