im just wondering...

if sims are in the family bin in one neighborhood, is there any way to get them in another neighborhood without remaking them?

if anyone knows that would be great. thanks

And from what I've heard, it's not only difficult but could seriously damage game files. It's better to clone and start with a fresh sim (no memories of the earlier neighborhood).
But I'd believe someone with more knowledge can give you a better answer...

You can put them in a house, then package them while in that house and install it into your game. That way the family will be available in any neighborhood. You'll find them in houses tab.
