How cna i get married at a community lot

I haven't done it but (supposing that you have Insimenator installed), right click and select "Other" on the menu, "enable buy and build", buy the wedding arch and cake and whatever. Have your wedding.  Hope it works.

If you have BV, the arch should be enabled anyway.
