Marvine's Jock Strap not working!

So I'm looking for some answers due to the fact that Marvine's Jock strap isn't working for me and some other people that said it wasn't showing up.  I downloaded everything in the file but for some reason it's just not showing up in the game and if anyone can help that would be awesome because I really want to try out that jock strap so please help! Thanks!
