Apartment life cheat confusion..

Can anyone explain to me the difference between the two zoning cheats?

Apartmentbase and apartmentsublot...?

apartmentbase seems to be all that is needed to convert from residential to apartment, so what does the apartmentsublot cheat do?

Use apartmentbase in the main neighborhood.  Apartmentsublot is used in the suburban neighborhoods.

I see.  So far I've only been making apartments in one of my downtown neighborhoods, and I've been using the apartmentbase cheat.  I didn't try making an apartment in the base hood or a shopping district yet...
