What is the differance between, apartmentbase and apartmentsublot?

Michele:
ApartmentBase is the empty apratment building which one creates in game.
It is visible on the map.

ApartmentSubLot is the clone of the ApartmenBase generated for a playable sime to live in by the game.
It is NOT visible on the map.
