tragedymcneil in the Nvidia Control Panel have you tried making the global graphics settings with everything on full (located in the 3D settings section)? [Alternatively you can add your Sims 2 and EPs to the applications list and set those separately, but setting the global settings should affect Sims 2 anyway.]

e.g. Anti-aliasing and Anisotropic filtering on the highest settings possible. Also if something says 'may lower performance' try turning it on - it usually means it's gonna be slower but look better.
I think the default is 'application - controlled' if you want to change it back, but there's a restore button at the bottom and top anyway.

When you click on an option a description will appear at the bottom so check those out to see what they do if you don't already know.

Don't forget to click apply!
