That's why I asked for clarification. It's easier if it's stated that it's just decorative so that people don't expect their Sims to climb up. The swimming-pool is in another level that is not the ground and is not a second floor. You cannot dive from a diving board if placed on a basement or on a stage. It causes the Sim not to be able to leave the swimming-pool without serious problems. The swimming-pool is a portal.
