If you really want it, I'm pretty sure half the child sims at the exchange have that exact skin. Looks like a modified Louis skin (http://nene.modthesims.info/download.php?t=206740) with heavy makeup. Probably an adult skin slapped onto the child body... I can't even log into the site because EA doesn't even let you log in there anymore. Which is kind of stupid, considering they're encouraging people to grab the last goodies before they put it to sleep; yet their site's too bugged to even log on.

Never seen that particular sim before, but I do wish you luck in finding it somewhere.
