It only currently gives the insurance out to family, right? Correct me if I'm wrong on either count.

If the deceased had platinum aspiration I believe the max amounts are 10,000, 5,000, and 500 respectively (just going by memory here, I haven't looked at those BCONs for a while). Those amounts are adjusted by STR/LTR, also, with 90+ required for max payment and adjusting downward from there.
