It allowed you to. Of course now it hasn't been updated yet for FT, but I still have families with over 8 members living happily in Bluewater. Two Jeffs' new SimBlender mod also allows a forced pregnancy, http://www.simbology.com/smf/index.php/topic,20.0.html though I haven't yet tried to see if it'll let a simmie have a baby in a full household. Probably though, because mods that let you add people to a household (like Inge's Teleporter shrub and cat statue) http://www.simlogical.com/sl/Sims2Pages/Sims2_Teleporters.htm will also allow more than eight.
