The patch makes the items made in the Pets bodyshop supposebly compatible with previous version of the bodyshop. Theoretically this should make it so that folks who do not have Pets can download items that were made in Pets. When Pets came out the bodyshop had been altered and things made it it could not be used by those without Pets unless we went into SIMPE and corrected the files.
You can get the patch at http://www.sims2.com. I am not sure how well it is working.

Did you make him in a "PETS" bodyshop? If so, did you do it before or after you downloaded the recently released Pets patch?
Sorry to ask, but I haven't had much luck downloading things made with Pets as I do not have it.
