It should never be missing files unless there was a problem installing it. Go to the path that it shows, and see if the file (semiglobals.xml) is in there. If not, then it would probably be best to reinstall SimPE. My first suggestion is to uninstall and reinstall. If it doesn't work, then a better place to get support would be there.
