The unsavory charlatan is wearing that outfit in this (http://nene.modthesims.info/download.php?t=416184) thread. I downloaded the .rar to check and it has a subfolder titled "Apparel", which indeed contains the sunni9676-Apparel_WitchBlack_M.package.
