I've only run across Bloom's default infant hair (the two converted toddler hairs - curly and straight). The whispy was on a skintone, not a default hair.
The skintones with baby hair were by Tenshii :)

I tried to recolor a default whispy hair myself, but it just looked weird, since the hair sort of floated on the baby's head...

The hair might be by Tenshii - but I know how to use bodyshop... ;)

I did upload two skins with nosetubes (two louis skintones, without the baby hair) to my site (http://moonlightdragon.freeforums.org/oxygen-tubes-all-ages-including-infant-t72.html). I know I put them up somewhere her at Insim too (not sure about the skintones, though).

I'll not make any more than those two skintones - but I did put up the texture file, in case someone wanted to make their own skins. I put up a "user manual", so as long as you have a picture editing programme that can work with transparent layers (photoshop, Gimp...), it should be quite easy to make your own :).

a little tip - if you know how SimPE works, Simotized skintone changers for babies is a great substitute for making actual skintones. You can even recolor everything without using bodyshop - and you don't have to make a new sim with the skintone either :) (and no, I won't put up a detailed description on how to do that...)

about the hat - I think I saw something similar at Peggyzone, for females (probably both adult and teen). Not sure if it's a hair or an accessory, though.
