I also have Sims 2 University Life with Ikea Home stuff and Teen Style Stuff.

2. Enter the cheat boolprop testingcheatsenabled true in hood view then enter the lot and drag up their cooking skill to the level you want There is no need for mods to increase a sim's cooking skill.
