This took me less than half a minute to find on Google (would've been faster, but I accidentally misspelled "Tattoo" as "tatoo"). Since you look like you might need it, here's a tutorial (http://lmgtfy.com/?q=sims+2+tattoo+overlay) on how to use Google (or any other type of search engines, really) fast and easy... There are also lots more of links to find in the Google search.
