The bleach-like blonde is a Peggy Donation hair which can be found at Peggy's Donation section or the Sims Cave or the Booty.

If it was photoshopped, the small and big version of the pictures wouldn't have looked exactly the same. It's quite possible it's a recolor of whatever hair it is, though. There is also the possibility that it is an accessory combined with a recolored hair. |
