This is your own private island, completely surrounded by water (swimmable water, I might add). It even has a gate on the island side of the bridge to keep visitors out. I tested it, and it worked ok, but if for some reason a Sim manages to swim up on the land, just click on the ladder and tell them to get out and they will. I know it works for Sims that give me trouble, but I've never tried it with a lot.
